A personal message from Doug:

I am excited and enthusiastic about the opportunity to be your next Elected Sheriff.
Utilizing a lifetime of law enforcement experiences and combining lessons learned from
greater than two decades of Uniform Patrol, Investigations, and Administrative assignments, I have some important plans and viewpoints I wish to convey to all Johnson County residents. These plans and viewpoints provide some insight on what my experience dictates is most important as I utilize our Sheriff’s Office resources to accomplish my primary goal: to protect you and your loved ones.

My Commitments to You:
As your next Sheriff, I plan to increase the size of the Narcotics Division. I was assigned
to the Investigations Division as a Detective for 12 years. I saw how drug users
finance their habits via repeated incidents of thefts from vehicles, fraudulent transactions, and by committing residential burglaries. By increasing our fight against the drug problem in Johnson County, we are simultaneously focusing on positive reduction of Property crimes. After bolstering the staff assigned to the Narcotics Division, I plan to work closer with all other police agencies to magnify our efforts and utilize a “strength in numbers” philosophy. The strengthening of the Narcotics Division will occur by reprioritization of existing personnel.

From my Administrative experience, I know that
one of the most common citizens’ complaints is
regarding speeding or recklessly driving motorists. These are valid concerns; the Johnson County Sheriff’s Office dispatches hundreds of crash incidents – some of which sadly result in fatality crashes.
Most of these incidents resulted from a violation of traffic law that was so profound, it resulted in a collision. I have a plan to implement a new Traffic Enforcement Division which will focus on dangerous drivers – drivers who are putting law abiding motorists at risk. Forming a dedicated team to renew focus on this dangerous and deadly problem will make our neighborhood streets, county roads, and highways safer for everyone. The formation of a Traffic Enforcement Division will occur by re-assignment of existing personnel.
It is my #1 goal to keep you and your loved ones safe.

As the core population of Johnson
County continues to grow older, it is
important for the Sheriff to provide
ongoing education regarding current
crime trends to the affected populations.
As your next Sheriff, I have a plan to implement Quarterly training sessions for Senior Citizens to explain current ways in which criminals are attempting to victimize citizens.
By keeping our residents educated, they can better report suspicious activity so that it can be investigated promptly.

There has been much talk in recent years regarding Jail Expansion. I am not in favor
of any Jail expansion project which encompasses anything other than increasing jail bed space. I am not in favor of building a new firing range; when we need to practice long distance shooting, we can certainly utilize Camp Atterbury at no cost. As a former Sergeant in the United States Marine Corps, I understand the importance of maintaining a good relationship with military resources. The Sheriff’s Office has had a strong relationship with the Camp Atterbury and all of the Indiana National Guard, and I will continue to build that relationship.

As jail overcrowding continues to become an increasing problem, I want to take a close look at policy changes and make sure that the people who we are putting in jail are really the people who need to be incarcerated. Increasing the use of Home Detention for minor driving violations and other victimless crimes will be an important ingredient to control the jail population; as your next Sheriff, I pledge to continue to work closely with the Judicial Staff, Community Corrections, and the rest of the Jail Management Committee to keep the jail population at a safe level.

Another important group of people I want to focus on is the teen driving population. Teenage drivers today face many additional challenges and risks which were not present in years past. Computers in cars, text messaging cellular phones, and increased traffic congestion all combine to create danger. As your next Sheriff, I have a plan to have Sheriff’s Department staff utilize school convocations to teach teenage drivers the dangers of distracted driving and ways they can become safer drivers.

Sheriff’s Deputies are often first on the scene of emergency medical runs and fires, especially if the incident occurs late at night. As your next Sheriff, I want to form a closer working relationship with both our Career and Volunteer Fire Departments throughout Johnson County. I plan to implement some crosstraining options to allow Fire fighters to train Sheriff’s Deputies in techniques which might help them save lives when they arrive first on the scene. Conversely, I want to offer training to Fire Fighters on techniques to help them stay safe when they arrive and find themselves
amidst a crime scene.
I pledge to work closely with all Fire Departments in the
county in an effort to make sure they have law enforcement support when they are on
scene dealing with emergency incidents.

Recent announcements about benefit changes for employees show the seriousness of the state of our local economy. It is critical to reward employees who exceed expectations with monetary incentives. I will continue to work with the County Council to find ways to allow Salary increases from within the existing Sheriff’s budget for dedicated Sheriff’s Office personnel.

It takes many different supplies to run the Sheriff’s Office; inmate clothing and toiletries, vehicles, tires, gasoline, etc. There is money that can be saved by bulk purchasing. I plan to explore opportunities to partner with other police and fire agencies in Johnson County and throughout Central Indiana to incur greater bargaining power with prices of bulk purchases and re-direct saved money to other critical needs.

There has been a lot of talk lately about the potential annexation of portions of White River Township. It is important to me that the residents of White River Township know one fact: you have been protected by the Johnson County Sheriff’s Office since 1823. As your next Sheriff, regardless of the outcome of the proposed annexations, you will continue to be served by the Johnson County Sheriff’s Office.

While enacting these program focus areas, my fiscally conservative past will continue. I have always been and will continue to be as fiscally responsible with the public’s money as I am with my personal money. These service improvements will be made for County residents by a redirection of priorities and an updated organizational structure with focuses designed for “Proactive Policing to address the problems of tomorrow, today.” As retirements or departures from positions within the agency occur, I plan to choose the best possible candidates to fill the open positions, and I believe that diversity of staff is essential to effective modern policing.

Being the Sheriff of the 10th largest county in Indiana is a very timeintensive task; as both of my children are grown, I have the time needed to focus on being a hands-on Sheriff – a feet-on-the-street Sheriff who will be actively involved 24-hours a day.

  • who has 29 years of full-time law enforcement experience, and experience as a member of the Sheriff’s Administrative staff for the last 6 years
  • who has a United States Marine Corps background, serving from 1977 to 1981
  • who has experience organizing and implementing a 7 million dollar Sheriff’s budget
  • who developed close working relationships with County Council members by attending nearly every County Council meeting except two in the last 6 years
  • who has attended the FBI National Academy
  • who has served 12 years as a Detective
  • who has served as a Lead Investigator for multiple Homicide Investigations
  • who has the support and backing of former Sheriff’s Jack Means, Bob Haugh, Doran Miller, J.D. “Dave” Richards, and current Sheriff Terry McLaughlin
